Richard Burrows, an 80-year-old man who had been evading UK authorities for 27 years, was arrested at Heathrow Airport after returning from Thailand. Burrows, a former scout master, was facing historical child sexual abuse charges. This marked a significant moment for the case that dates back to alleged incidents between 1969 and 1971, involving charges of buggery and indecent assault on children at a home in Congleton, Cheshire, and other locations in Worcestershire and the West Midlands.

Burrows had been on the run since 1997 when he failed to attend a court appearance. His case had been featured in appeals, including on BBC’s Crimewatch in 1998. The arrest was the result of a joint effort by Cheshire Police and the National Crime Agency, culminating on March 28. Burrows faces a total of 13 charges, including 11 counts of indecent assault and two serious sexual offences.

Detective Inspector Eleanor Atkinson of Cheshire Police and Duncan Burrage of the National Crime Agency both spoke on the significance of the arrest. They highlighted the determination and collaborative efforts of law enforcement to bring Burrows to justice, emphasizing that fugitives cannot hide forever. The public’s assistance was also noted as integral to locating Burrows.
