Plans for a major regeneration of the Teviot Estate in Poplar, East London, have received planning approval from Tower Hamlets Council, marking a significant milestone in one of the largest housing renewal projects in the area. The £800 million redevelopment aims to replace outdated housing stock with nearly 2,000 new homes, approximately 35% of which will be affordable, with a strong focus on larger family-sized units to combat overcrowding in the borough. This transformation will be accompanied by enhanced community facilities, extensive green and play spaces, and improved infrastructure links designed to better integrate the estate with the wider neighbourhood.

The joint venture behind the project comprises the local housing association Poplar HARCA and The Hill Group, a prominent UK housebuilder. Together, they have worked closely with national planning consultancy Lichfields and the architect and masterplanner BPTW to ensure the scheme reflects local priorities and best practices in estate regeneration. The revitalisation plan includes the construction of 1,928 new homes across four phases, with the first phase alone delivering 475 residences, including 164 affordable homes. The masterplan also encompasses a major redesign of Langdon Park and more than 6,000 square metres of public open space, as well as over 7,000 square metres of dedicated play areas to serve the community.

Crucially, the regeneration scheme has been shaped by extensive resident consultation, securing the right for all existing tenants and leaseholders to return post-development. Enhanced connections across the A12 and the Docklands Light Railway (DLR) are planned, including pedestrian improvements and a foot tunnel under the busy road to improve accessibility and public safety. The inclusion of a purpose-built mosque and a new community centre underscores the commitment to catering to the diverse social and cultural needs of the local population.

Residents have been key participants throughout the planning stages, with a previous ballot showing an 81% turnout and 86% support for the regeneration proposals. Poplar HARCA’s Director of Regeneration and Development emphasises the project as a community win, highlighting how it addresses pressing issues such as overcrowding while investing in long-term neighbourhood benefits. The Hill Group’s leadership echoes this sentiment, viewing the project as a landmark moment that will provide high-quality homes and communal spaces tailored to residents’ needs.

Construction is scheduled to commence on the first phase in 2026, with the initial homes expected to be completed and ready by 2028. Aside from housing, the project foresees new shops, commercial spaces, and infrastructure enhancements that will support an improved living environment. Sustainability and modern living standards are key components, with all new homes designed to meet contemporary space and energy-efficiency regulations.
