Developer HB Reavis has submitted detailed plans to replace a vacant Edwardian office building adjacent to London’s Waterloo Station with a striking 17-storey purpose-built student accommodation (PBSA) tower. Designed by PLP Architecture, the scheme at 10 Leake Street proposes to deliver 233 student bedrooms across a mix of studios and ensuite rooms, alongside a range of communal and amenity spaces aimed at fostering a vibrant student community.

The scheme is part of HB Reavis’s first venture into the UK’s student housing market, complementing its established portfolio of office developments in the capital. As announced in May, the plans come after two rounds of public consultation earlier this year, during which local residents and stakeholders emphasised the need to retain Leake Street’s distinctive cultural character, ensure affordability for students, and address noise and servicing concerns. The revised proposal reflects this feedback, aiming to weave residential, social, and cultural elements into a dynamic, integrated environment.

Significantly, the design incorporates sustainability at its core, targeting a BREEAM Excellent rating. The building will feature renewable energy systems and low-carbon technologies, alongside infrastructure encouraging sustainable travel, including 176 secure cycle parking spaces. Accessibility has also been prioritised, with 5% of the units fully accessible and another 5% adaptable for future needs. Communal kitchens, lounges, quiet retreat spaces, and a wellbeing-focused fitness area are planned to promote both social interaction and student wellbeing. A rooftop terrace will provide panoramic views across London, adding to the scheme’s appeal.

The 10 Leake Street site sits within a regeneration zone in Lambeth, directly opposite the award-winning Waterloo International platforms designed by Grimshaw and close to Leake Street Arches, a well-known viaduct tunnel renowned for its street art and vibrant nightlife. Its proximity to multiple universities and excellent transport links via Waterloo station make it an ideal location for student accommodation. The project team includes structural engineers Robert Bird, MEP specialists GDM Group, planning consultants DP9, and other experts covering transport, townscape, and fire safety.

The current plans represent a significant evolution from an earlier scheme approved in 2014 but never implemented. That previous proposal, designed by BPTW, sought to refurbish and extend the original 1906 building. However, HB Reavis has stated that refurbishing the existing structure is economically unviable given current sustainability and safety standards, prompting the new design for a taller, purpose-built tower in line with modern requirements.

PLP Architecture’s Andrei Martin remarked on the project’s ambition, noting that it aims to reflect the “expressive character” of Leake Street, stacking living, learning, and socialising into a vibrant ecosystem that integrates with the neighbourhood’s unique cultural fabric.

This development adds to the growing portfolio of PBSA projects in London, addressing the critical need for affordable, high-quality student housing near major transport hubs and universities, while also contributing to the broader regeneration aims in the Lambeth area.
