The challenge remains in clearly defining what constitutes ‘AI skills’ effectively. Meanwhile, efforts to digitise and modernise planning processes—involving the deployment of AI tools such as Google DeepMind’s Gemini model in local councils—aim to ease longstanding barriers that have hindered data centre development and tech sector expansion.

High energy costs, talent acquisition difficulties, and inequalities in procurement processes continue to pose obstacles to growth.
